Making a standard proposal
Standard proposals are public and unencrypted: the actions they contain are visible to everyone. These proposals should only be used for non-urgent protocol improvements and governance changes. The proposal must receive 5 approvals within 14 days from Security Council members to move to the public stage, after which the Token Holders will have 21 days to veto it. If veto rate is under 10% after 21 days, the proposal is ready for execution. A non-vetoed proposal can be executed by any Security Council member.
Should the proposal fail to collect 5 approvals in the 14 day window, it will automatically expire. The expired proposal will also be visible to the public, but it will not be executable.

Creating a Standard Proposal
Navigate to the DAO interface and select the Security Council tab.
You will see a list of the Security Council Members, as well as tabs for Standard Proposals and Emergency Proposals. Naviage to the Standard Proposals tab and connect your wallet to see the Submit Standard Proposal button. Select it to access the proposal creation interface.
In the proposal creation interface, you will be prompted to fill in a Title, Summary, and an optional Body to describe your proposal. Security Council members are recommended to use the for providing more context.
You can then scroll down and add Actions to your proposal. You can add multiple actions, and each action can target either Ethereum or Taiko L2. Actions can be selected from the interface, or you can paste a contract’s raw calldata. After adding the actions, you can submit the proposal for review by fellow Security Council Members and eventual public voting by clicking the Submit Proposal button and signing the transaction.
